Preparing peptide raw-material imports for EU documentation review
EU chemicals and cosmetics rules allocate responsibilities per substance, per role and per product — there is no single EU-wide approval this page could point to. This preparation framework identifies the record set and open questions; it does not determine registration, classification or admissibility for a particular material or shipment.
Who should own each import-preparation workstream?
| Workstream | Responsible parties | Inputs to reconcile | Required evidence and limit |
|---|---|---|---|
| Substance and intended-use scope | EU buyer with supplier technical input | Exact chemical identity (including CAS references where applicable), specification, intended B2B application and destination-use context per substance. | A documented substance/use review against current REACH, CLP and — for finished cosmetics — Regulation (EC) No 1223/2009 scope; no EU-wide approval is implied. |
| REACH registration and Only Representative interface | EU importer, or the appointed Only Representative of the non-EU manufacturer | Whether each substance is already registered for the supply chain, the tonnage band, ECHA inquiry and joint-registration steps, and whether an Only Representative is appointed to take over the importer's registration duty. | A registration determination per substance with ECHA; no registration, exemption or tonnage conclusion is guessed. |
| Classification, labelling and SDS review | EU importer with its technical/compliance reviewer | CLP classification of each substance or mixture, label elements, and safety data sheets prepared to REACH Annex II for hazardous chemicals placed on the EU market. | Current CLP/SDS documentation for the actual substance and concentration; updates propagated when classification changes. |
| Batch and receiving documents | Supplier quality contact and buyer receiving/quality team | Specification revision, COA and analytical records, packing details, document recipients and receiving acceptance criteria. | Current batch-linked records and an agreed handoff, with discrepancies handled before acceptance. |
| Finished-cosmetic interface | EU formulator/brand and its Responsible Person | For finished cosmetic products placed on the EU market: the designated Responsible Person (Article 4), CPSR (Article 10), Product Information File kept 10 years (Article 11), CPNP notification before placing on the market (Article 13), labelling (Article 19) and Annexes II-VI substance lists. | A current, official-source-based compliance file held by the Responsible Person; raw-material supply documents alone do not satisfy it. |
| Route, terms and exception handling | Buyer, supplier and appointed logistics parties | Agreed trade term, actual route, handling constraints, document timing and exception contacts, plus destination-country customs practice review. | Approved order-specific terms and route evidence; no transit time, clearance or delivery outcome is guaranteed. |
How should the buyer and importer sequence the review?
- 1
Create one identity and use brief
Keep chemical identity, composition, intended B2B application and required specifications consistent across REACH, CLP, cosmetics and logistics reviews.
- 2
Name the responsible parties
Record the EU importer (or the Only Representative appointment), the technical/compliance reviewer, supplier contacts and receiving reviewers before discussing document handoff.
- 3
Complete official-source and registration review
Work out REACH registration status per substance, CLP classification, and — for finished cosmetics — Responsible Person and CPNP obligations against current ECHA and Commission sources; retain sources, dates and open questions.
- 4
Reconcile documents and order terms
Match product, batch, invoice, packing and delivery information to the agreed scope, then resolve discrepancies before dispatch or receiving.
Which document handoffs need separate review?
Product and regulatory review
Chemical identity, specification, composition and intended-use brief, plus dated official-source and qualified-party conclusions applicable to the EU scope.
Batch and receiving review
Use the quality and documentation guide to frame COA and analytical questions, then agree the actual batch and receiving package.
Trade and exception review
Reconcile the shipping-term template and sample/returns framework with approved order-specific responsibilities.
What must remain unresolved until evidence is approved?
No REACH registration status, CLP classification, customs outcome or delivery commitment is made on this page. Current ECHA and European Commission sources, substance/use conclusions, importer or Only Representative arrangements, customs review, actual route terms and named technical/compliance reviewers are still required before indexing.
- Do not describe any material on this site as "EU compliant" or "EU approved"; obligations attach per substance, role and product.
- Do not treat a CPNP notification for a finished cosmetic as evidence about a raw-material shipment.
- Do not treat raw-material documents (COA, invoice, packing list) as proof of REACH registration, classification or receiving acceptance.
- Do not generalize one member state's practice to the whole EU, and do not copy this matrix to another destination without a separate official-source review.
