Mexico Importer Qualification Checklist for Peptide Raw Materials

Our companion guide covers the supplier-side document set and shipping options for Mexico. This checklist looks from the other side: what a Mexican company — or its designated importer of record — should have in place before the first peptide raw-material shipment is booked. It is a preparation framework, not legal or customs advice; confirm every item with your agente aduanal and legal advisers.

1. Tax identity: RFC in good standing

The importing entity needs a Registro Federal de Contribuyentes (RFC) with active tax status. The RFC appears across customs, invoicing and sanitary paperwork, so resolve any suspension or inconsistency before the first pedimento. If a third-party importer of record is used instead, confirm how the RFC and liability allocation are structured contractually.

2. Importer enrollment: Padrón de Importadores

Mexico’s General Import/Export Registry (Padrón de Importadores), administered by the tax authority SAT, is the baseline enrollment for commercial importers. Two points matter for ingredient buyers:

  • Enrollment before the first declaration. A company that is not in the registry cannot appear as importer of record. Enrollment is handled through SAT and is separate from any sector registration.
  • Sector registry where applicable. Goods tied to regulated sectors move through a related sector registry. Confirm with your customs broker whether your ingredient category triggers a sector listing and who maintains it.

3. Sanitary establishment paperwork

When the imported material connects to health-regulated activities — formulation for cosmetic or related products, repacking, quality release — the establishment itself typically carries an operating notice (aviso de funcionamiento) filed with the health authority, with a named responsable sanitario. Raw-material importation for a qualified B2B buyer does not itself amount to marketing a finished product, but the buyer’s facility paperwork is what their quality system and any inspection will reference. Verify that the notice covers the actual activities at the site.

4. The customs broker mandate

Mexican customs declarations are filed through a licensed agente aduanal (or authorized self-filing under a registered patent). For a first-time ingredient importer:

  • appoint the broker before the shipment, not at the port;
  • give the broker the full composition and specification package early enough to resolve classification questions (fracción arancelaria) without guessing; and
  • agree in writing who answers SAT/ANAM queries during the clearance window.

5. Know the finished-product boundary

Under Mexico’s General Health Law framework, finished cosmetic products in the covered categories are handled through notification rather than a full product registration, while raw materials imported for formulation are managed by the importing company as chemical ingredients with their own documentation. Keep the two lanes separate: supplier documents (COA, specification, SDS) support the raw-material lane; they are not evidence about a finished product’s compliance, and nothing in them substitutes for the Spanish-language labeling review (NOM-141-SSA1/SCFI-2012) that a finished product placed on the market requires.

6. The five-line self-check before the first order

  1. RFC active and consistent across records.
  2. Padrón de Importadores enrollment confirmed; sector registry question resolved with the broker.
  3. Facility operating notice and responsable sanitario cover the intended activities.
  4. Broker mandate signed; classification questions logged, not guessed.
  5. Spanish-language document expectations agreed with the supplier and the quality team.
